The Attorney General has informed the Supreme Court that the Department of Excise has decided to suspend the licenses of five liquor manufacturers, including W.M. Mendis & Co. Ltd., if they fail to pay accumulated tax arrears of Rs.8.5 billion before November 30, 2024.

The Attorney General informed the Supreme Court that the new government intends to review the Extraordinary Gazette notification issued by former Wildlife Minister Pavithra Wanniarachchi, which altered the boundaries of the Vidataltivu Nature Reserve to facilitate an aquaculture project.
The Secretary to the Ministry of Power and Energy was issued a notice to appear before the Supreme Court on November 19 to explain why his actions should not be considered contempt of court. It was alleged that the Ministry Secretary had sent a letter, dated 30/10/2024, directing LTL Holdings to conduct an audit while the case was still pending. The Supreme Court viewed this action as a potential violation of the sub judice principle and therefore contempt of court.

President AKD said Sri Lanka should move forward together with the North and South, and all ethnic groups working together to build a country without war for the next generation.
The Ministry of Trade assures that there is enough Nadu rice in the country, based on a report by the Consumer Affairs Authority (CAA). However, Trade Secretary M.M. Naimuddin accused rice mill owners of creating an artificial shortage to raise prices, and promised action to address this. The Maradagahamula Rice Traders’ Association noted that high prices and shortages have led to a 50% drop in rice sales.
The Supreme Court has scheduled the hearing of Fundamental Rights petitions challenging the appointment of Deshabandu Tennakoon as Inspector General of Police (IGP) for February 24, 2025. These petitions, filed by various parties including Cardinal Malcolm Ranjith, were reviewed by a Supreme Court bench led by Justice Yasantha Kodagoda. During the session, the court allowed the Attorney General additional time to file objections on behalf of former President Ranil Wickremesinghe, who was added as a respondent to these petitions on October 29.
President AKD stated that Sri Lanka’s debt restructuring process will be completed by December this year, and he is confident that the country will receive the third tranche of the IMF Extended Fund Facility (EFF) by the end of January or early February next year. He mentioned that an IMF delegation will arrive soon after the general election to review the situation. He explained that Sri Lanka will not have to pay foreign debt until after 2028, once the restructuring is completed.
The CID has started an investigation into a documentary aired by Britain’s Channel 4 on Sri Lanka’s 2019 Easter Sunday bombings. The documentary, broadcast on September 6, 2023, includes statements from Azad Hansir Maulana, a former media presenter and finance secretary for the TMVP party led by former State Minister Pillaiyan. A formal complaint about the documentary was submitted to the Ministry of Public Security by an external organization and then forwarded to the CID. The investigation focuses on allegations of spreading controversial information about the Easter attacks and potential conspiracy claims, as outlined in the Penal Code.
Former TNA MP M.A. Sumanthiran claimed that President AKD transported thousands of people by bus to Jaffna for a political rally, rather than addressing them in their own districts to save on travel costs. Sumanthiran also found it unusual that Sinhala attendees received translations of the President’s speech in Tamil.

President AKD announced that steps will be taken to return lands in the northern and eastern regions, which were taken by the security forces for security reasons. He also stated that political prisoners would be released based on the advice of the Attorney General. Speaking at an election rally in Vavuniya, he emphasized that the NPP is the only party capable of creating national harmony with the support of all communities.

President AKD pledged to investigate and hold accountable those responsible for the killings of Wasim Thajudeen, Lasantha Wickramatunga, and the disappearance of Pradeep Ekneligoda. Speaking at an election rally in Dambulla, he emphasized that the government would put an end to political killings and ensure that everyone’s life is valued. He promised to create an environment where people could live without fear and bring the perpetrators of these crimes to justice.
President AKD announced that the government will take firm steps to end drug trafficking, the underworld, and the insecurity in the country. Speaking at an election rally in Kegalle, he shared that discussions with security officials are underway to create a plan for this effort. He noted that in the past, the drug trade was supported by certain politicians and police officers, but the NPP government aims to fully eradicate it.

The National Medicines Regulatory Authority (NMRA) clarified that reports of widespread pharmacy closures due to license renewal issues are false.
The government stated that it is considering applying for membership in the New Development Bank (NDB), a multilateral bank set up by the BRICS countries, after its bid to join BRICS was unsuccessful. Minister Vijitha Herath announced that Sri Lanka applied for NDB membership and is awaiting feedback from the Finance Ministry before making a final decision.
The Sri Lankan government is likely to cancel the previous plan to hand over the management of Mattala International Airport to an India-Russia joint venture. Legal barriers, particularly the Civil Aviation Authority Act, which grants only Airport and Aviation Services (Pvt) Ltd. the authority to manage airports, have made the deal problematic. The joint venture, consisting of India’s Shaurya Aeronautics Pvt Ltd and Russia’s Airports of Regions, is no longer interested in the project, and has not communicated with Sri Lankan authorities for some time. The new government will explore alternative options for the airport’s development after the general election.
Prime Minister Dr. Harini Amarasuriya announced that the government plans to offer concessions to school children for purchasing stationery and books starting next year. The upcoming budget is expected to focus on improving social security, healthcare, education, and easing the cost of living. A larger portion of the national budget will be allocated to food, health, education, and transportation to help control costs.
Minister Vijitha Herath visited the Colombo Port to address issues, including delays in container clearances. Officials reported that delays have been ongoing for about two years, with only 1,800 to 2,000 containers previously dispatched daily. They highlighted several irregularities, such as containers not being cleared in order even after receiving a clearance token. The delays are also partly caused by some workers being under the influence of alcohol or neglecting their duties. Officials requested the minister’s support to improve the clearance process, ensuring it is done efficiently and without corruption.

President AKD stated that Sri Lanka hopes to receive the third installment of the IMF loan by late January or early February. He explained that an IMF team will visit next week, and the review process usually takes around three months. The review was delayed due to recent elections, but he anticipates improved economic stability once the funds are received.
A group of 20 officers and 88 airmen from the Sri Lanka Air Force will depart for the Central African Republic in early December for a peacekeeping mission. Since 2014, the Sri Lanka Air Force has contributed around $130 million to the national Treasury through these missions.
Sri Lanka’s Central Bank signed an agreement to obtain and exchange information on investigations and prosecutions of Money Laundering (ML), Terrorist Financing (TF) and related crimes in Non-Governmental Organizations (NGO) and of any persons connected with such bodies.

Minister Vijitha Herath stated that the government will not change the Muslim Marriage and Divorce Act (MMDA) and any amendments to laws related to Islam or Buddhism will only be made after consulting religious leaders. He clarified that no decision has been made to alter the MMDA, and there is currently no need for such changes.
Minister Vijitha Herath clarified that the government’s position on amending or abolishing the Prevention of Terrorism Act (PTA) remains unchanged. He said the PTA will be discussed in the new parliament and denied claims that the government has a double standard on the issue. He also noted that his previous statements were misinterpreted by some media.
Sri Lanka’s Foreign Minister Vijitha Herath announced that 15 politically appointed officials in the Foreign Service, including family members of MPs and ministers, have been instructed to return to Sri Lanka by December 1.
Sri Lanka’s Department of Immigration & Emigration has introduced an Online Passport Appointment System, now available in three languages, for easier passport application registration. The initiative is aimed at clearing the long queues to obtain passports, a grievance against the last administration, and which has remained unresolved even after the NPP government came to power.
Cabinet approval was granted to use Galle Face Green for various social activities, including festivals, musical events and other celebrations, subject to specific criteria.
The medical unit at the Prime Minister’s office has been closed, with its staff, equipment, and two ambulances returned to the Health Ministry. This decision, aimed at reducing unnecessary expenses, allows these resources to be used for public benefit.
The Chief Colombo Magistrate’s Court instructed the Criminal Investigation Department (CID) to investigate false information posted online about President AKD’s health during the last Presidential election.
The Chinese government has agreed to provide 11.82 million meters of fabric for school uniforms in Sri Lanka for 2025.

President AKD emphasized that improving rural development and enhancing the social and economic well-being of rural communities is a key goal for the government this term. During a meeting with the Sri Lanka Administrative Service Association (SLAS), he urged public officials to work closely with the government to effectively implement development programs.
On whether the NPP would opt for coalition governance, JVP General Secretary Tilvin Silva said such a necessity would not arise because the party is certain of a clear majority at the November 14 General Election. He said the NPP is not keen to accommodate those who held responsibilities in previous governments.
The Supreme Court has ordered the Colombo High Court to recall the defense in the case against former Defence Secretary Hemasiri Fernando and former IGP Pujith Jayasundara. This decision comes after the Attorney General (AG) appealed the High Court’s earlier verdict that acquitted both men of charges related to failing to prevent the 2019 Easter Sunday attacks, despite having prior information. The Supreme Court ruled that the High Court should have allowed defense testimonies during the case and will now re-evaluate the evidence.
Mr. Kavinda de Zoysa has been appointed as the new Chairman of the Bank of Ceylon (BOC), Sri Lanka’s main state-owned bank.
The Criminal Investigations Department (CID) arrested a 38-year-old salesperson from Korathota, Athurugiriya, on Tuesday for allegedly circulating a doctored image of a fake Rs. 5,000 currency note featuring an image of President AKD.

Claiming that the government had held discussions with rice millers on the prices of rice, President AKD said today that legal action will be taken against those who fail to sell rice at the controlled prices.
The Ceylon Electricity Board (CEB) has decided to abandon privatisation plans and instead focus on restructuring to improve efficiency and service quality. Following a board meeting on October 23, the CEB announced plans to reform its organization to enhance customer service, profitability, and employee conditions.
President AKD has announced that the era of reviving the collapsed country has begun. “We have prepared a plan to digitize our country. We are also launching our ‘Clean Sri Lanka’ program, a nation that is virtuous, disciplined, law-abiding, and equipped with a clean public toilet system across the country,” he said. He stated that they intend to establish a new center for science and research and emphasized that their efforts will go beyond that, with plans already in place to reopen closed factories and build new ones, “Plans are also underway to reopen closed factories and construct new ones.”
The NPP does not seek excessive power, such as a 5/6th majority in Parliament, which could weaken the opposition, said NPP member Tilvin Silva. Instead, they aim for a strong majority that would allow them to govern effectively, pass laws, and make necessary amendments without obstruction. In contrast, NPP Executive Committee member and Colombo District Candidate Chathuranga Abeysinghe said a simple majority is enough to pass legislature and invites the Opposition to be part of the change that Sri Lanka needs.
PM Amarasuriya said MPs will not be able to appoint their family members as their personal staff under the new government.
JVP General Secretary, Tilvin Silva stated in a public rally that the NPP government has received the most amount of international support in Sri Lanka so far. He also clarified that the NPP did not claim hidden money was in Uganda; rather, such statements were made by the SJB. Silva said the NPP had only suggested that containers of dollars were printed locally and possibly sent abroad, including to Uganda. He accused the SJB of spreading lies and falsely attributing them to the NPP.

The Illankai Thamil Arasu Kachchi (ITAK) dismissed Sarvajana Balaya claim that it had reached a post-general election understanding with the NPP government on the setting up of a federal structure in the Northern and Eastern Provinces and the inclusion of ITAK frontliner M. A. Sumanthiran, PC, in President AKD’s cabinet as the Minister of Foreign Affairs.
A ten-member committee of experts has been appointed to look into injustices to any beneficiaries of the ‘Aswesuma’ social benefit programme.
Sri Lanka’s Lawyers Collective has expressed concern that recent statements seem to indicate that the new administration may continue with the Prevention of Terrorism Act, which the grouping says led to arbitrary detentions and torture of suspects.
President AKD revealed that former presidents used to receive weekly deliveries of 60 kg of organic vegetables from Nuwara Eliya solely for their consumption. Speaking at a rally, he stated that he has now directed these vegetables to be used in meals for security officials instead.
The Defence Ministry dismissed rumors circulating on social media that the government plans to remove military personnel stationed at religious sites. The Ministry clarified that no such decision has been made.
Public Security Minister Vijitha Herath announced that six suspects, including a Maldivian national, have been arrested in relation to security threats to tourists in Arugam Bay. The arrests were made following intelligence on potential attacks in the area and suspicious activities involving photography of key financial sites in Colombo.
Former President Ranil Wickremesinghe recently warned the country could “crash like the KDU bus” if experienced people are not elected to Parliament. Responding to this, NPP member Samantha Vidyaratne argued that “experienced” leaders have led the country to bankruptcy over the past 76 years. Speaking at a rally, Vidyaratne said the people would now only support the NPP to create a people-friendly government.

The government has decided that 31 colonial era bungalows, previously used as official residences for ministers, will not be assigned to any government officials or ministers in the future. Under the last government, 28 of these bungalows were assigned to ministers, but as of Thursday, 22 have been returned to the Public Administration Ministry. The government is now evaluating how these bungalows can be used for productive purposes, rather than allocating them to ministers.

A team from the International Monetary Fund (IMF) is set to visit Sri Lanka to discuss the third review of the country’s Extended Fund Facility (EFF) program.
President AKD announced that ministers will not receive housing in Colombo, emphasizing that they should focus on addressing issues in villages. He also mentioned that ministries will be assigned based on expertise and experience, rather than personal connections. The President criticized past practices where ministries were created for family and friends, and he proposed a system allowing all MPs to contribute to ministries voluntarily, ensuring no MP feels sidelined in parliament.
The government denied recent media reports that claimed a reduction in the security provided to former President Mahinda Rajapaksa.
A meeting led by President AKD focused on the digitalization of social welfare programs and discussed the importance of digitizing the paddy storage system to stabilize rice prices and find long term solutions to the rice shortage. The discussion also included the digital transformation of programs like ‘Aswesuma’ to support low income families. Plans were made to digitize the relief distribution for children from low income families for the upcoming school term and to improve the distribution of fertilizer subsidies.
Dr. Hans Wijayasuriya has been appointed as the Chief Advisor to the President of Sri Lanka on Digital Economy, according to the Presidential Media Division.
The Palali Achchuveli main road in the Northern Province has reopened after being closed for over 30 years. This decision was made under the direction of President AKD. The road was first closed during the 30-year civil war and remained inaccessible for 15 years after the conflict ended.
NPP candidate Lakshman Nipuna Arachchi stated that the NPP government will put an end to the history of strikes in the country. Speaking at an election rally, he highlighted the negative impact of frequent strikes on daily life, affecting schools, hospitals, and public transportation. Arachchi urged trade unions to address their issues with the government instead of striking.
Transparency International Sri Lanka (TISL) has filed a complaint with the Election Commission of Sri Lanka (ECSL) regarding recent leadership changes at the Palmyrah Development Board (PDB) in Jaffna, which may violate election laws.
The Sri Lankan government has decided to immediately recall 16 politically appointed ambassadors and high commissioners from overseas missions.
The Sri Lankan government clarified to US embassy officials that a recent incident in Arugam Bay was due to “organized crime,” not extremism. Defence Secretary Sampath Thuyacontha and other officials shared their findings, stating that the issue stemmed from a group’s actions, not extremist motives. Former State Minister Lohan Ratwatte has been remanded until November 7 by the Nugegoda Additional Magistrate, in relation to a case of an unregistered car.
Prime Minister Amarasuriya announced that former President Ranil Wickremesinghe will be called to testify about the Central Bank bond scam from 2015. She stated that she would never seek advice from Wickremesinghe, who has been rejected by the public 17 times.
Ceylon Teachers’ Union General Secretary Joseph Stalin called on the Examinations Department to reassure students and parents that the 2024 GCE Advanced Level exams will be conducted smoothly. Stalin urged the Commissioner of Examinations to take steps to prevent similar issues, as no one has been held accountable for the previous leak.
Despite the government setting a maximum price of Rs. 220 for Nadu rice, market prices have averaged Rs. 235 per kilo, according to recent data. At a meeting with President AKD, rice millers agreed to supply Nadu at Rs. 218 per kilo, but prices remain high due to stock shortages.
President AKD accused some politicians and media outlets of spreading false information to create instability and weaken the new government. Speaking at a rally in Matara, he said rumors about public sector salaries and misinformation on economic issues aim to cause unrest. The President clarified that the government controls only a few institutions, with limited power due to Parliament’s dissolution and weakened provincial councils.
Prime Minister Amarasuriya accused the former President of misleading state employees by promising a salary hike without following the proper process. She explained that, while he announced the raise during election time, he didn’t obtain the necessary Treasury approval to fund it, making it impossible to implement.

The Ceylon Petroleum Corporation (CPC) has announced a revision of fuel prices effective from midnight. Accordingly, the price of Petrol 95 Octane has been reduced by Rs. 06 to Rs. 371 per litre, while Super Diesel has also been reduced by Rs. 06 to Rs. 313 per litre.

Former President Ranil Wickremesinghe stated that Duminda Hulangamuwa, as part of the Udaya Seneviratne committee, supported the decision to raise public servant salaries under the previous government. Wickremesinghe emphasized that all committee members approved this salary increase, which he believes should be implemented immediately. He criticized Prime Minister Amarasuriya for suggesting the need for officials’ approval before a cabinet decision, offering to explain the constitution to her if needed. Wickremesinghe also questioned the absence of NPP led trade unions that had previously advocated for public servants’ rights.
The government is working on a standard operating procedure (SOP) to regulate and oversee private universities in Sri Lanka, both existing and future ones, an official stated. This plan, started under the previous government, will be updated and must first get Cabinet approval, then be passed by Parliament.

The government announced that no funds have been allocated for a pay raise for public servants, despite previous recommendations from a committee led by Udaya R. Senevirathne. Cabinet spokesman Minister Vijitha Herath explained that while the government is willing to provide a salary increase, it depends on the financial situation of the Treasury. President reveals NPP’s first budget proposal with focus on public sector salary hikes.
President AKD stated that the government is focusing on key issues like reducing energy prices, attracting foreign investments, and restructuring the diplomatic service to improve market access. During a meeting with officials from the Export Development Board and exporters, he mentioned plans to significantly lower electricity tariffs in the coming years. The President emphasised the importance of exporters for achieving economic independence in the country. The President emphasised that, since neither he nor his administration has special ties or obligations to any party within the country’s development or business sectors, they are positioned to make decisions impartially and decisively for the sake of national economic recovery. Acknowledging the challenges posed by the economic crisis, President Dissanayake discussed the need to protect and support entrepreneurs through the banking system, cautioning that any misuse of this support could undermine progress. He stressed that the approach should ensure security and mutual benefit for both banks and entrepreneurs, the PMD mentioned.
Cabinet spokesman Minister Vijitha Herath denied reports that the new government has been printing money. During a weekly briefing, he stated that the government has neither printed currency nor taken loans from foreign countries or institutions. He emphasized that if money had been printed, President AKD, as the Finance Minister, would have signed the currency notes, but no such notes have been issued.
The Cabinet has approved M/s. OQ Trading Limited to supply Liquefied Petroleum Gas (LPG) to Litro Gas, Sri Lanka, for the year 2025. During a weekly briefing, Cabinet spokesman Minister Vijitha Herath explained that the tender process followed international competitive bidding and only two suppliers submitted bids: OQ Trading Limited and Siam Gas Trading Pte. Ltd.
Dr. Nalinda Jayathissa, a member of the NPP, stated that the government’s recent loans have been within the limits set by Parliament.
President AKD highlighted the importance of digitizing Sri Lanka’s economy and announced that a National Digital ID initiative will be implemented within the next year and a half.
Sri Lanka is yet to ascertain if the attack plan at its Eastern coastal tourism hotspot of Arugam Bay is a false alarm, but it does not consider the incident as a pressure tactic, Cabinet spokesman Vijitha Herath said, while responding to a question if the government thinks it was a false alarm or a pressure tactic by an external group.

President Dissanayake declared that November 14 will mark a significant “Shramadhana”—a national act of cleaning—focused on the Parliament. He urged citizens to view the initiative as an effort to “clean up” the legislature, hinting at a symbolic sweep of corrupt practices from the institution.
The National Procurement Commission (NPC) informed President AKD that flaws in the procurement process are causing major losses for the government and increasing chances for fraud and corruption. They noted that around 60% of government spending, including capital expenses, should ideally follow strict procurement guidelines, but current issues are leading to inefficiencies. During a meeting at the Presidential Secretariat, the President emphasized the need for a strong procurement plan and proposed expanding the NPC’s authority to address delays, lack of transparency, and inefficiencies, especially in handling unsolicited proposals and Public-Private Partnerships (PPP).

Speaking at a rally in Padukka, she stated that the proper procedures were not followed, as the decision was made without consulting the Treasury or officials from the Ministry of Finance.
At a press conference today (28) at the Pivithuru Hela Urumaya (PHU) party headquarters, former MP Udaya Gammanpila challenged Cabinet Spokesman and Minister Vijitha Herath to provide evidence for allegations of misconduct against retired judge S.I. Alwis. Judge Alwis led a committee that investigated the 2019 Easter Sunday attacks in Sri Lanka.
Long queues have formed once again outside the passport office in Battaramulla, despite the government promising to resolve the issue which had started during the past government’s time. Several people expressed frustration, claiming that only one Police officer had been assigned to check documents, which many cited as the primary reason for the extended waiting times.

The union opposes the Cabinet approved system for appointing Station Masters and Railway Controllers every five years through an internal exam.

The Prime Minister’s Office has responded to a Daily Mirror article claiming a clash between President AKD and Prime Minister Dr. Harini Amarasuriya over the appointment of the UGC Chairman. They clarified that there was no disagreement, and the appointment of Senior Professor Kapila Seneviratne was made with the Prime Minister’s full agreement. The office expressed concern over the misinformation, saying it damages their integrity and public trust, and asked for a correction.
The Ceylon Electricity Board (CEB) has submitted its proposal for a possible tariff revision in December to the Public Utilities Commission of Sri Lanka (PUCSL), marking the third quarterly review for the year. According to the PUCSL, the upcoming electricity tariff adjustment is expected to be a modest increase, anticipated at 6% across all sectors. This marks the third adjustment of electricity tariffs this year. The first revision in March resulted in a 21.9% revision for all segments, followed by a 22.5% reduction in July.
President AKD announced that the government plans to hold Provincial Council and Local Government elections next year. Speaking at a rally in Ratnapura, he emphasised the need for a strong political system, including the Presidency, Cabinet, Parliament, Provincial Councils, and Local Government bodies, to help rebuild the country.

During a meeting with Myanmar’s Ambassador, he emphasized efforts to ensure a secure environment and sought Myanmar’s help in releasing Sri Lankans held in cybercrime camps. He also updated South Africa’s High Commissioner on the current security measures and discussed strengthening bilateral relations, trade, and tourism. The South African High Commissioner expressed support for applying South Africa’s peace model in Sri Lanka.
President AKD warned rice mill owners against unfair price hikes and pledged government support to help small and medium sized mill owners increase their production capacity to stabilize the rice market. He emphasized that, given the government’s investment in agriculture, irrigation, and fertilizer subsidies, rice producers have a responsibility to keep rice affordable.
President AKD denied former President Ranil Wickremesinghe’s claims that his government had allocated funds to increase public sector salaries. According to recent disclosures from the Election Commission, winning candidate AKD of the NPP and SLPP’s Namal Rajapaksa reported no personal campaign spending for the 2024 Presidential Election. Sajith Premadasa led in campaign spending with a total of Rs. 1.13 billion, including Rs. 936.26 million from Premadasa’s personal campaign funds. Speaking at an election rally in Puttalam, he emphasized that the government’s actions in response to these threats were not made public. Two suspects linked to a planned attack in Arugam Bay have been arrested by the Terrorism Investigation Division (TID) in Sri Lanka.
Former Power and Energy Minister Kanchana Wijesekara criticised the government for not increasing security for foreign tourists after receiving a warning about a possible attack on October 7. He highlighted that this information was discussed in Security Council meetings, yet security officials and armed forces were not present in tourist areas until after the U.S. Embassy issued a travel advisory. He urged President AKD and the Foreign Minister to hold a meeting with diplomatic missions and security officials to discuss the situation and work towards lifting the travel advisory.

Disruptions in tourism could complicate efforts for economic recovery and anti-corruption reforms of the current government and could shift the government’s focus towards enhancing security measures.
Sri Lanka’s government will review all deals signed under the previous administration after the upcoming parliamentary elections, according to Cabinet Spokesman Vijitha Herath. No new deals will be made during the current interim government. The NPP has criticized projects awarded without a proper tender process and aims for clean governance.

Sri Lanka’s cabinet has decided to limit the sale of scrap metal from state railway and bus companies to local bidders only, according to Minister Vijitha Herath. This reverses a June 2024 decision to open the process to international tenders. The move is aimed at supporting local industries that need scrap metal. The cabinet approved a proposal from the Minister of Transport, Ports, and Civil Aviation to allow only local companies to participate in the bidding process.
President AKD stated during a discussion with rice millers and officials from the Department of Agriculture that the controlled price of rice will not change and that plans are underway for a long-term program to create an organized agricultural plan, which would provide greater benefits to farmers.
President AKD instructed the Governors to prepare and submit a new proposal aimed at rationalising the Provincial Council mechanism.
Sri Lanka’s Central Bank reported a balance of payments (BOP) surplus of $2.184 billion by August 2024, slightly ahead of last year’s figures. In August alone, the surplus was $361 million. The IMF stated that it was encouraged by Sri Lanka’s commitment to continue reforms to safeguard gains under its program. Sri Lanka is set to be removed from the IMF’s surcharge list of countries, once the multilateral lender’s latest lending reforms come into effect from November 1 of this year.
Chinese Ambassador to Sri Lanka, Qi Zhenhong, met with President AKD on October 22 and donated Rs. 30 million as emergency flood relief for those affected by recent flooding in the country.
President AKD will not attend the 2024 Commonwealth Heads of Government Meeting (CHOGM) in Samoa, scheduled for October 25-26, due to the general elections in Sri Lanka. Sri Lanka’s leaders are also skipping the BRICS summit in Russia, instead sending Ministry officials to represent the country at these important global gatherings.
Sri Lanka’s cabinet has approved a $30 million loan to complete the Moragolla hydropower project and carry out post-construction work, according to Minister Vijitha Herath. The Asian Development Bank (ADB) will provide the funds through its Ordinary Capital Resources facility. The loan, which will be borrowed in two instalments by the Ceylon Electricity Board, will be guaranteed by the Treasury. The proposal was submitted by President AKD.
Sri Lanka’s Cabinet of Ministers has made several key appointments. H C D L Silva, currently the Director General of Treasury Operations, has been appointed as the Deputy Secretary of the Treasury. D A P Abesekara, Director General of the Department of External Resources, will take over as Deputy Secretary of the Treasury after R M P Rathnayaka retires on November 6. Other appointments include A N Hapugala as Director General of Public Finance, N S M P Ranjith as Director General of Project Management and Monitoring, and J M S D Rathnayaka as Director General of National Planning. A new chairman, Dr. Bandura Dileepa Witharana, and commission members have been appointed to the National Transport Commission (NTC). The Cabinet of Ministers also granted approval to appoint Rear Admiral Y.R. Serasinghe as the new Director General of the Sri Lanka Coast Conservation Department.
Cabinet spokesman Minister Vijitha Herath said that decisions have been made not to allocate government-assisted wildlife holiday bungalows at concessionary rates to close relatives of Ministers and Ministry officials. Some bungalows had previously offered concessionary rates following instructions from Ministers.
The government has invited Dr. Hans Wijayasuriya, former CEO of Dialog Axiata and a prominent figure in Sri Lanka’s telecom sector, to lead the government’s proposed digital economy.

Former MP Udaya Gammanpila alleged that President AKD and his government were reluctant to release the reports because one of them directly accuses retired SDIG Ravi Seneviratne, then head of the CID and now Secretary to the Ministry of Public Security, of neglecting intelligence warnings prior to the attacks. The report also contains allegations against former CID Director Shani Abeysekara, and mentions 17 other officials. Gammanpila claimed that this was why the President was hesitant to make the reports public. He stated that they will seek to impeach the President after being elected to Parliament in the upcoming General Election, due to the President’s failure to publish two committee reports on the 2019 Easter Sunday terror attacks, which were commissioned by former President Ranil Wickremesinghe. President AKD response was that these reports wouldn’t be released, as demanded, and that the police were conducting a fresh investigation. Minister Vijitha Herath stated that Secretary to the Public Security Ministry former Senior Deputy Inspector General (DIG) Ravi Senaviratne and Director of Crimes of Sri Lanka Police, former Director CID, SSP Shani Abeysekera will not be removed from their positions for any reasons. He stated that the government will not accept the report of the Committee headed by retired Judge A.N.J. De Alwis that probed the Easter Sunday bomb attacks in its entirety as it is politically motivated
Ministry of Finance warned that recent tensions in the Middle East could negatively impact Sri Lanka’s economy and financial operations. They highlighted the possibility of rising petroleum prices, which could lead to increased inflation and higher interest rates. This could raise import costs, consumer prices, and production costs while reducing demand for Sri Lankan exports.
Sri Lanka, which initially did not sign a letter condemning Israel for banning the United Nations Secretary General (UNSG) from entering the country, has now expressed its support for the letter, which has been backed by over 100 countries.
Sri Lanka is dealing with high poultry feed costs due to import duties and trade controls on maize, which have led to elevated prices for eggs and meat. These costs are worsened by a “maize mafia” controlling prices through licenses and import taxes. Recently, licenses were issued to import 300,000 tonnes of maize, but a quota system limits competition, keeping prices high. Small and medium poultry producers are particularly affected.
Following a request from security chiefs for the removal of Fundamental Rights cases and arrest orders against officers tackling the rising underworld, President AKD has instructed the Attorney General to immediately intervene to address these allegations against such members of the law enforcement authorities.

President AKD said that the government is expecting to increase salaries of public servants, provide an additional allowance for school children and increase the allowance for low-income families through the budget for 2025 which is to be presented before March next year.
Sri Lanka’s cabinet has approved a plan by the Ministry of Health to purchase medical supplies from local companies for one year. This decision aligns with the government’s 2013 policy to buy medicines from local firms through ‘buy back agreements,’ which initially allowed a 15-year purchase period without tenders. The new plan aims to increase import substitution to 40%, up from 20%.
President AKD has decided not to proceed with the previous administration’s proposal to introduce an imputed rental income tax. Instead, the Ministry of Finance is drafting alternative revenue proposals to present during the upcoming third review of the International Monetary Fund (IMF) program under the $2.9 billion Extended Fund Facility (EFF).
The Indian Government has intervened to prevent Sri Lanka from defaulting on a payment of over $1 billion due this week under a swap agreement by granting an extension. This payment is part of a larger total debt of approximately $2.6 billion owed to the Reserve Bank of India (RBI), which includes $2.2 billion under the Special Swap Arrangement of the Asian Clearing Union (ACU) and $400 million from a SAARC agreement.
The Criminal Investigation Department (CID) has relaunched its investigation into an alleged sugar tax fraud, two years after the first complaint was filed on 21 July 2022.
The Government Medical Officers’ Association (GMOA) is still awaiting a response from President AKD and Prime Minister Amarasuriya regarding their request for an urgent meeting to discuss issues in the country’s health sector. Despite sending a formal request soon after the new government took office in late September, no reply has been received yet. Dr. Wijesinghe also highlighted delays in the medicine procurement process, despite the halting of emergency procurements, raising concerns about looming shortages.
Former Presidents Ranil Wickremesinghe and Mahinda Rajapaksa currently retain 19 official vehicles, despite the government’s efforts to reclaim the excess. The government has formally requested both former leaders to return the additional vehicles under the Presidents’ Entitlements Act No.4 of 1986, which allows former presidents to receive facilities equivalent to those of a Cabinet minister. The Director General of Information confirmed that the official entitlements for former presidents have not been changed or withdrawn. The government is yet to take a decision on the curtailment of perks and benefits of former presidents and their widows since it awaits the recommendations of the committee that has been appointed to look into it,

Former MP and SJB stalwart Harsha de Silva stated that the NPP’s electoral pledge to reduce or stop borrowing has proven unrealistic, as the current government is forced to borrow from financial markets weekly due to a lack of alternatives. Meanwhile, SJB Leader Sajith Premadasa questioned whether the government has discussed tax cuts with the IMF and when they will be introduced. He highlighted that the opposition had previously discussed reducing the tax burden with the IMF and was assured that tax cuts would be possible if the people endorsed the policy. NPP member Lal Kantha clarified that neither President AKD nor any NPP leader ever claimed the government would not take loans. He emphasized that President Dissanayake consistently stated that loans are not a “crime” and should be used for effective, corruption-free investments.
SLPP National Organizer Namal Rajapaksa criticised the government for its inaction and lack of transparency regarding the release of the full Presidential Commission of Inquiry (PCoI) report on the 2019 Easter Sunday attacks. He accused the government of making empty promises, failing to provide answers, and allowing speculation to grow, while still unable to locate missing pages from the report.
President AKD said there are 400 files related to corruption and fraud lying with the Attorney General and all of them will be opened for the institution of legal action.
Former minister Kanchana Wijesekera, speaking at a public meeting in Matara, accused current Cabinet Spokesperson Minister Vijitha Herath of making false statements, both in opposition and now in government. He also highlighted the government’s oil price revision on October 1 as evidence of these lies. Wijesekera noted that the National People’s Power, while in opposition, had claimed that oil money went into his pocket, but now it goes to Minister Anura Kumara Dissanayake’s pocket. He sarcastically thanked President Dissanayake for helping people see the truth, suggesting that the public can now judge the validity of NPP’s previous criticisms.

President AKD has decided to hand over 500 houses built in Ampara Norochcholai area to the beneficiaries after 14 years for 500 families who lost their homes and were displaced due to the tsunami disaster.
Sri Lanka has chosen not to be a signatory for a letter signed by 105 countries, including European and African countries, as well as much of the Global South that “condemned” Israel for banning United Nations Secretary General (UNSG) entering into the country.
The Ministry of Public Administration, Home Affairs, Provincial Councils, and Local Government has reminded former ministers to return their official residences. So far, only 14 out of the 28 allocated residences have been returned. The Ministry emphasized that former ministers must settle any outstanding electricity and water bills when returning the residences. Legal action will be taken against those who fail to comply with these reminders.
Concerns expressed by some civil society members over the new government’s decision to strike a fuel supply deal between the Ceylon Petroleum Corporation (CPC) and the Ceylon Electricity Board (CEB) without a competitive bidding process. He warned that this could lead to corruption, as CPC may sell petroleum at higher prices to the CEB, resulting in increased electricity tariffs.

Representatives from various student unions, including the Inter University Students’ Federation (IUSF) participated in this meeting.
Sri Lanka’s new government has come under fire over a report by the Daily Mirror that the state-run Ceylon Electricity Board (CEB) will continue to purchase fuel without competitive bidding, and with a deal struck with Ceylon Petroleum Corporation (CPC). A senior CEB official said the state-run utility provider will issue a clarification on Friday.
Senior Advisor to the President on Economic and Financial Affairs, Professor Anil Jayantha has commented that raising funds from the domestic financial market to cover ministry expenses and repay maturing treasury bills and bonds is not an unusual activity. Jayantha’s comments follow reports indicating that the new government has increased borrowings from international markets. The senior economist said that no new borrowing has taken place, adding that the media reports of the government obtaining loans from domestic and international financial markets must be investigated.
The government has announced an increase in a special merchandise tax on certain imported goods, effective from October 14 to December 31, 2024. These include whole and flaked Mysore lentils, yellow lentils, maldive fish and its substitutes, and fresh or frozen fish (excluding de-boned fish and other processed fish).
Sri Lanka’s Ministry of Foreign Affairs stated that, in view of the significant number of Sri Lankans employed in the region, necessary measures to ensure their safety and security are already being taken through the respective Sri Lanka Missions in those countries.
The new Central Province Governor, S.B.S. Abayakoon has instructed to immediately rename the ‘Keheliya Rambukwella Primary School’ in the Kundasale Division of the Wattegama Education Zone in Kandy. The move comes after the Ceylon Teachers Union (CTU) alleged that a school in Kundasale has been named after former Minister Keheliya Rambukwella in violation of an Education Ministry circular issued in 1996.

The meeting focused on areas such as modernising school education, improving teacher training, advancing secondary education, enhancing technical education, and developing information technology education, the PMD reported.
President AKD stated that enhancing the efficiency of road development projects is crucial for achieving rural economic development goals. He highlighted the need to streamline the procurement process for these projects, ensuring that local communities benefit rather than allowing contracts to concentrate in the hands of a few. He underscored the importance of developing ports, airports, and highways for the economic growth of the country, asserting that careful planning of these projects could significantly uplift the national economy. In executing ongoing road development projects, he called for attention to environmental, financial, and community impacts, urging measures to minimize adverse effects and ensure timely implementation, it added. Additionally, the President instructed officials to prioritise the safety of railway employees and the public in the execution of railway line projects.

Discussions are in the final stages for a $5 billion road-and-rail link between between Rameswaram in India and Trincomalee in Sri Lanka, with India set to bear the cost of the strategic project, said Sri Lanka’s environment secretary Prabath Chandrakeerthi.
The Chairman and members of Sri Lanka’s University Grants Commission (UGC) have tendered their resignations. The resignations came after the Presidential Secretariat, via a letter from the President, had informed the UGC Chairman and Commission members to resign. The tenure of the UGC Commission members who were appointed to their respective posts in 2020 was set to conclude in March 2025.
The Cabinet of Ministers has approved a proposal to enter into buyback agreements with local pharmaceutical companies to encourage domestic medicine production. This strategy currently meets 20% of the national pharmaceutical demand, with a target to increase coverage to 40%, the government said.
The government has taken measures to provide key concessions to uplift the economic condition of Sri Lanka’s fisheries community, including a subsidy of Rs. 25 per litre of diesel to fishing vessel owners who obtain diesel as fuel, for up to Rs. 300,000 per month for 06 months; a subsidy of Rs. 15 per litre of kerosene for vessel owners who obtain kerosene as a fuel, for 25 days per month, limiting to working days only; and this program is maintained in such a way that the fishing communities have received a concession of 7.5 % from the market value for diesel and a concession of 12.5% from the market value for kerosene.
Cabinet Spokesman Minister Vijitha Herath said that the government had held a special Cabinet meeting to specifically resolve the passport crisis. Minister Herath further said the previous supplier had agreed in court to print the passports for a certain price, adding that based on the court order, a special Cabinet meeting was held during which it was decided to allow the previous supplier to provide the necessary passports in batches. Stating that Cabinet approval has been granted for the purchase of passports, the minister said the issuance of new passports will commence from Monday and the government hopes to resolve the crisis shortly.
Releasing the latest Index of Industrial Production report, the Department of Census of Statistics revealed that the volume of industrial production for the month of August 2024 has increased by 1.2% compared to the same month in 2023. Furthermore, the overall index for the manufacturing sector has increased to 91.3% in August 2024, compared 90.2% in August 2023. The Official Poverty line at National level for August 2024 has recorded a slight reduction to Rs. 16,152, compared to Rs. 16,373 in the month of July 2024.
Sri Lanka’s government has moved forward with plans to enhance its public debt management capabilities, following the enactment of the Public Debt Management Act No. 33 of 2024. The Cabinet of Ministers has approved the proposal presented by President AKD as the Minister of Finance to procure the Commonwealth Meridian software, offered by the Commonwealth Secretariat. This decision is based on several factors, including cost-effectiveness, ease of data transmission, data integrity, and the ability to seamlessly integrate with existing systems, according to the Cabinet Office of Sri Lanka.
A detailed and extensive review was conducted regarding the current projects in the energy sector and those scheduled for implementation over the coming years. Further discussions were held on how to achieve the goals of the energy sector over the next three years, as well as the short-term and long-term relief that could be provided to the public. President AKD advised that the projects aimed at achieving the energy sector’s goals over the next three years must be structured and expedited. The President pointed out that Sri Lanka too has given the energy sector a leading role, and he also mentioned that the Ministry of Energy is one that generates revenue, and with higher earnings, there are societal discussions about possible irregularities. The President stated that public wealth must be protected like religious property, and no one has a legitimate right to subject that wealth to fraud or corruption.
The government has appointed a special committee to assess and manage potential increases in oil prices in response to the ongoing conflict in the Middle East.
Minister Vijitha Herath stated that the import of vehicles will only be carried out under a proper procedure and in a manner that will not exhaust the foreign reserves in the country thereby causing a dollar crisis again.

Minister Vijitha Herath stated that the Official Creditor Committee (OCC) and the IMF have confirmed that the Agreements reached with Sovereign bond holders is in line with the ‘comparability of treatment’ requirements and debt sustainability targets respectively. This in simple words, he said, means that the debt restructuring process is very near completion.
The distribution of the fertilizer subsidy commenced today. During the first phase of the programme, farmers will receive Rs. 15,000, followed by Rs. 10,000 in the second phase. The distribution of fertilizer subsidy will begin in Ampara District and will subsequently be expanded to farmers in Polonnaruwa, Anuradhapura and Mahaweli Zone.

President AKD stated that it was revealed to him through a prominent politician from the Northern province that the people of the Northern province were prepared to work with the NPP government, expressing willingness to cooperate with the government post-general elections.
The government has assured to investigate all past crimes and initiate legal action against those found responsible, apart from the seven high-profile cases ordered to be expedited. These include the Easter Sunday attacks court case, reopening the 2015 Bond Scam case, investigations with the CID into the murder of prominent businessman Dinesh Schaffter, the abduction and murder of Tamilnet Journalist and Island newspaper political analyst Dharmaratnam Sivaram, and the disappearances of Tamil human rights defenders Lalith Kumar Weeraraj and Kugan Muruganandan in Jaffna. Cabinet Spokesman Minister Vijitha Herath confirmed that investigations will be conducted into the deaths of the late Ruggerite Wasim Thajudeen, the late journalist Lasantha Wickremetunge, and the disappearance of the late cartoonist Pradeep Ekneligoda.
Two Sri Lankan peacekeepers with the UN Interim Force in Lebanon (UNIFIL) were injured by shrapnel when Israeli artillery targeted a UNIFIL observation tower in Naqoura, southern Lebanon. The Sri Lankan government condemned the attacks that injured two Sri Lankan peacekeepers in the United Nations Interim Force in Lebanon (UNIFIL). He also highlighted that Sri Lanka continues calling for an immediate ceasefire and unrestricted humanitarian access to Gaza and a sustainable two-state solution that includes the establishment of an independent sovereign and viable State of Palestine, based on the 1967 borders, in line with relevant UN resolutions as well as ensuring the security of Israel.
Prof. Anil Jayantha, President’s Adviser on Economic and Financial Affairs, announced that the IMF has agreed to enhance relief measures for Sri Lanka, with proposals for this increase to be submitted soon. An investigation conducted by the Bribery Commission revealed that a luxury vehicle that was imported using falsified information provided to customs, had resulted in the government being defrauded of more than Rs. 55 million in taxes, leading to the vehicle being seized.
During a virtual call between Samantha Powers and President Dissanayake, the Administrator of the United States Agency for International Development (USAID) expressed support for plans of the government to follow through with its promises made in the election manifesto, which crucially also includes introducing a new constitution.
More than hundred Chinese nationals are arrested in Kundasale in connection to online financial scams. This was part of a series of similar crackdowns on foreign nationals involved in online financial scams. The Chinese Embassy in Colombo said that China is closely following the recent arrests of Chinese nationals in Sri Lanka for suspected online fraud and is supporting Sri Lankan law enforcement agencies in cracking down on them, while ensuring their rights and interests are protected in accordance with the law.
President AKD orders the Ministry of Finance to allocate Rs. 50 million for relief services and stated that state officials are to ensure proper coordination in delivering the relief as needed for those affected by heavy rains and flooding. The government has deployed additional Sri Lanka Army and Sri Lanka Navy troops to assist with flood relief efforts in areas hit by rising river levels.

NPP releases its national list, which includes university lecturers, company directors, retired and active forces personnel, an Olympian, union secretaries, a dramatist and a journalist.
President AKD instructed the Ministry of Finance to ensure the disbursement of a Rs. 3,000 monthly interim allowance to all pensioners is credited within a week and included in future monthly pensions.
As part of a reshuffle within Sri Lanka Police, Police Commission co-signs the reappointment of former DIG Shani Abeysekera, who had been previously arrested and charged on (later proven) false grounds, in connection to investigating the Easter Sunday attacks in 2019. The reappointment follows the reopening of the case in the present, by the NPP government. Abeysekara accused military intelligence of misleading the CID during crucial stages of the investigation, aiming to conceal ties between intelligence agencies and attackers.
Sri Lanka Police open public hotline on misuse of government vehicles, and the public were urged to report information on vehicles issued by the government that may be unlawfully withheld and concealed in certain locations, left for neglect and dilapidation.

President AKD directed officials to distribute 11,000 acres of land, currently owned by the Kantale Sugar Company, to local farmers for short-term crop cultivation. He emphasised the need to establish a proper mechanism to ensure the efficient and fair distribution of these lands.
Charges were filed before the Colombo High Court against four persons, including former Central Bank Governor Ajith Nivard Cabraal, for causing a substantial loss of over Rs.1.84 billion by the purchase of Greek Bonds. The Colombo High Court also imposed an overseas travel ban on the accused, ordering them to hand over their passports to the court and to obtain permission for overseas travel. In May 2024, the Colombo High Court released the accused, including Cabraal, from the case related to the purchase of Treasury Bonds issued by the Government of Greece in 2012.
The Colombo Fort Magistrate’s Court has imposed an overseas travel ban on former Member of Parliament Johnston Fernando over allegations of possessing an illegally assembled luxury vehicle.
The Department of Posts has issued a clarification regarding the recent release of stamps featuring Prime Minister Amarasuriya and Minister Vijitha Herath. The Postal Department clarified that the stamps bearing the images of the Prime Minister and Minister Herath are exclusively commemorative gifts and were not part of the official stamp releases for this year’s World Postal Day.

The National Freedom Front (NFF) led by former MP Wimal Weerawansa has announced that they will not contest in the upcoming General Elections either as an alliance or independently and urges a majority for NPP. Weerawansa stated that there is no doubt that some opposition forces serve an “imperial agenda hostile to the country in order to make President Anura Kumara Dissanayake the second Gotabaya”.

Cabinet spokesman Vijitha Herath told media that Sri Lanka will pursue BRICS membership at a meeting in Russia later this month.
The draft resolution A/HRC/57/L.1 on promoting reconciliation, accountability and human rights in Sri Lanka has been adopted without a vote during the ongoing 57th Regular Session of the United Nations Human Rights Council (UNHRC) in Geneva. This followed Sri Lanka’s Cabinet of Ministers rejecting the proposed drafted resolution and continuing to oppose the 51/1 resolution of the drafted resolution of the UNHRC, stating it has not agreed to any resolution that extends the powers of the collection of external evidence mechanism. Furthermore, the Cabinet of Ministers stated that Sri Lanka will take action in respect of main human right issues including the reconciliation through local procedure.
President AKD held a key meeting with senior officials from the Sri Lanka Customs Department and the Inland Revenue Department (IRD) at the Presidential Secretariat. The discussions centered on strategies to enhance revenue generation and improve operational efficiency within both departments and overcome challenges faced in managing revenue and tackling tax evasion.
Minister Vijitha Herath reveals that the 130-year-old iconic Nuwara Eliya Post Office building, along with its premises, will be used exclusively for postal department operations. Under the former government, it had been proposed to hand over the colonial-era building to the private sector for a hotel project which had drawn a string of protests from people, trade unions, and other organisations.
The Society of Radiological Technologists Association Sri Lanka (SRTSL) says they have requested Prime Minister Amarasuriya to appoint a committee to investigate corruption and irregularities that have allegedly taken place within the Ministry of Health in the recent past. Sri Lanka’s new government said it will review a wind power deal with the Adani Group after the general election. The previous administration’s approval of electricity prices for Adani Green Energy Ltd.’s projects “was a problem,” Foreign Minister Vijitha Herath told reporters after a meeting of the Cabinet ministers. During the presidential election campaign, AKD stated that he would cancel the Adani project when he came to power.
Cabinet Spokesman Vijitha Herath stated that the new government under President AKD cannot take many actions against past corruption because it is not stable amid an election period. This statement came in the wake of, Namal Rajapaksa challenging the NPP government to start actions against him to recover alleged stolen assets as claimed in public.
The Director General of the Commission to Investigate Allegations against Bribery or Corruption (CIABOC) Kanishka Wijeratne tells the Supreme Court that he will resign from office. This followed after the court granted leave to proceed with three Fundamental Rights (FR) applications filed challenging his appointment as the Director General of the Bribery Commission.
Sri Lanka Cabinet Spokesperson says Sri Lanka maintains balanced diplomatic relations with all countries. He addressed the government’s decision to allow a Chinese military training vessel to visit Sri Lanka this month, stating that this falls within the framework of the country’s diplomatic engagements. Minister Herath prefaced the government’s foreign relations policy: “We don’t consider any country to be special. Whether it’s China, India, the United States, Russia, Cuba, or Vietnam, Sri Lanka maintains diplomatic relations with all countries—big or small. We have no bias in our approach.”

The World Bank and the Government of Sri Lanka signed the Second Resilience, Stability, and Economic Turnaround (RESET) Development Policy Operation (DPO) for $200 million. This is the second operation in a two-part series that began in 2022.
The former Senior DIG and head of the State Intelligence Service (SIS), Nilantha Jayawardana appears before the Supreme Court in relation to the Fundamental Rights petitions filed against him for failing to take action to prevent the Easter Sunday Attacks. The court had ordered him and others to pay compensation to the victims of the Easter Sunday Attacks. Nilantha Jayawardana informed the Supreme Court that the arrears of the compensation which was ordered to be paid to the victims had been completely settled.
Government officially suspends board meetings of statutory bodies and government institutions suspended. It is the responsibility of the new ministers to appoint new presidents and heads of these institutions.
The Director of the Planning Division of the National Institute of Education (NIE) in Maharagama and the schoolteacher, who were arrested by the Criminal Investigations Department (CID) over the Grade 5 scholarship examination question paper issue, have been ordered to be remanded until October 22.

President AKD announces that the investigations into the 2019 Easter Sunday Attacks are to be carried out. The President also highlighted growing suspicions that the government apparatus at the time may have been involved in the attacks.
The Acting Inspector General of Police (IGP) Priyantha Weerasooriya has instructed all police stations to inquire into all pending minor complaints lodged by the public and take necessary actions within the next two weeks. This comes in light of the newly elected government’s pledge to restore justice and minimise corruption.

The government has implemented measures to increase the import tax on potatoes from Rs. 50 to Rs. 60, an increase of Rs. 10, and the tax on imported big onions from Rs. 10 to Rs. 30, an increase of Rs. 20.

During a discussion with India’s External Affairs Minister (EAM) S. Jaishankar, President AKD stated that he will never allow Sri Lankan territory to be used inimical for India’s security interests, He reiterated India’s support for the aspirations of all communities, including Tamils, for equality, justice, dignity, peace while maintaining the unity, territorial integrity and sovereignty of Sri Lanka. Jaishankar also spoke about ongoing initiatives in the field of energy production and transmission, fuel and LNG supply, and solar electrification. Jaishankar’s one-day official visit to Sri Lanka was the first high-level foreign dignitary to visit Sri Lanka after the new government assumed office. President AKD is set to make his first official overseas visit to New Delhi for discussions with Prime Minister Narendra Modi, following an invitation from Jaishankar. This visit is anticipated after the November 14 general election.
Sri Lanka’s new government has approved a controversial restructure of US$14.7 billion in foreign commercial credit tentatively agreed by its predecessor, the finance ministry said. Sri Lanka’s new government is expected to launch a formal offer of its US$12.5 billion debt rework to bondholders by mid-November 2024.
New Director appointed to State Intelligence Service (SIS). The Deputy Inspector General of Police (DIG) Dhammika Priyantha is appointed as the new Director of the State Intelligence Service (SIS). The appointment comes following the dismissal of former Director of the SIS Major General Suresh Sallay and the SIS being brought back under the control of the police after nearly five years. The Catholic Church had repeatedly urged successive governments to take action against Sallay, who was accused of involvement in the Easter Sunday bombings of April 2019.

Defence Ministry orders to surrender all firearms issued to civilians. The Ministry of Defence has announced that all firearms and ammunition provided to civilians for self-defence will be acquired by the government and that they must be handed over to the relevant authorities before 07 November.
Sri Lanka announces successful completion of OCC and IMF consultation process. Following the Agreement in Principle (AIP) reached with representatives of its international and local holders of International Sovereign Bonds (ISBs) on 19th September 2024, the Sri Lankan authorities completed their consultations with Sri Lanka’s Official Creditor Committee (OCC) and the IMF regarding the compliance of the AIP terms with the Comparability of Treatment (CoT) principle and the parameters of Sri Lanka’s IMF-supported program.

High-level International Monetary Fund (IMF) delegation led by Krishna Srinivasan, Director for the Asia Pacific Department, meets President AKD and the new government’s economics team for a two-day discussion. The President reaffirmed commitment to IMF objectives and advocated for alternative solutions to ease the burden on people today. While reaffirming the government’s broad agreement in principle with the objectives of the IMF programme, he emphasised the importance of achieving these objectives through alternative means that relieves the burden off the people. The President stated that the government plans to expand social spending and offer relief to those burdened by high Value Added Tax (VAT) and income taxes. While there have been delays due to upcoming General Elections, President AKD assured the IMF of the government’s dedication to continuing the programme without disruption and facilitating the third review process. The IMF acknowledges Sri Lanka’s progress, highlights vulnerabilities and says Sri Lanka’s Third Review under the USD 2.9 billion Extended Fund Facility (EFF) programme, will be announced in due course.

Minister Vijitha Herath announces a new constitution is to be drawn up. The MP reiterated the sentiment expressed by President AKD running up to the election win: that an NPP government will hold a referendum on a new constitution, hold the delayed provincial council and local government polls within a year, and appoint a commission to investigate discrimination, in an effort to address long standing ethnic issues.

The NPP government is to abandon initial plans by the previous rule to sell off or divest the cash-strapped SriLankan Airlines. The Chairman of the NPP Economic Council Prof. Anil Jayantha said the government believes that the national career should remain with the state given its significance for the development of tourism, and that a new model for the improvement of its management would be considered instead. The previous Cabinet agreed to take over debts of US $ 510 million debts of the national carrier in a move to attract a private investor. It originally decided to sell at least 51 per cent of the state-owned carrier
The President’s Office releases full list of 107 vehicles returned and who used them. The President’s Office added that steps were taken to allocate the vehicles to be used for essential services, as per a directive recently issued by the President.

The Commissioner General of Elections, Saman Sri Ratnayake, stated that President AKD signed the relevant document for the release of Rs. 11 billion which is expected to be expense to hold the 2024 general election.

President AKD announces plan to establish a committee to expedite foreign aid projects such as those of the Asian Development Bank (ADB).
President AKD directed Treasury to provide a fertilizer subsidy of Rs. 25,000 per hectare to paddy farmers for the Maha season, increasing the subsidy by Rs.10,000, from the original Rs.15,000. In addition, the President has directed the Treasury to implement a fuel subsidy for the fishing community, effective from October 01. This measure is intended to boost the fishing industry and lower production costs for fishermen.

The Monetary Policy Board of the Central Bank of Sri Lanka decides to maintain the Standing Deposit Facility Rate (SDFR) and the Standing Lending Facility Rate (SLFR) of the Central Bank at their current levels of 8.25 per cent and 9.25 per cent, respectively.

New Governors for the nine provinces in Sri Lanka are appointed.
Following due procedure, former ministers and government officials return state vehicles to the premises of the Presidential Secretariat. The President instructed the Criminal Investigation Department to do a systematic investigation into the 107 vehicles that were parked at Galle Face and other locations, which were provided to associates of past governments under various positions.Dr. Senesh Dissanayake Bandara is appointed as the new Chairman of the Sri Lanka Rupavahini Corporation (SLRC) while Dr. Uditha Gayashan was appointed as the new chairman of Sri Lanka Broadcasting Cooperation (SLBC). Bandara and Gayashan both come from senior lecturer posts, with Bandara also having had a career in film direction.

The Extraordinary Gazette notification issued by President AKD dissolving the Parliament of Sri Lanka effective from midnight 24 is published by the Department of Government Printing, facilitating a snap general election to be held on 14 November 2024.
Dr. Harini Amarasuriya is appointed as the 16th Prime Minister of Sri Lanka and the 3rd woman Prime Minister of Sri Lanka.
New Cabinet of Ministers appointed, with 15 ministries under the President, Prime Minister, and Minister Vijitha Herath. President AKD is allocated key ministries including Defence, Finance, Energy, Agriculture, and Land, Livestock. Among the ministries PM Amarasuriya is allocated are Justice, public administration, provincial councils, local government, education, labour, trade, commerce, food security, co-operative development, industries and entrepreneur development, and health. Among the ministries minister Herath is assigned are Buddhist affairs, religious and cultural affairs, national integration, social security, mass media, transport, highways, ports and civil aviation, public security, and foreign affairs, environment, infrastructure, rural and urban development, housing and construction.
President AKD continues appointments of Central Bank Governor Dr. Nandalal Weerasinghe and Finance Ministry Secretary Mahinda Siriwardana. The new cabinet spokesman explained that the government does not wish to take any decisions that might disrupt the state machinery during what he described as a period of transition until the parliamentary elections.
A senior member of the NPP stated that President AKD will be Sri Lanka’s last Executive President.
President AKD visits the Archbishop of Colombo and meets His Eminence Cardinal Malcolm Ranjith. The Cardinal told media that the President had assured him of his commitment to furthering the investigation over the 2019 Easter Sunday Attacks.
Former IUSF Convener Dr. Najith Indika is appointed as the Director General of the Presidential Media Division.

NPP leader Anura Kumara Dissanayake (AKD) is sworn in as 9th Executive President of Sri Lanka.
President AKD visits The Sacred Temple of the Tooth Relic in Kandy to seek blessings. Seeking blessings from the prelates of the Temple is typical of newly appointed heads of State in Sri Lanka, and enshrines the foremost position of Buddhism within the state.
Former NPP MP Lakshman Nipuna Arachchi’s name was gazetted to fill the parliamentary seat vacated by President AKD.
Dr. Nandika Sanath Kumanayaka is appointed as the Secretary to the President. Kumanayake comes from a background in the Sri Lanka Customs, where he worked as an integrity development advisor.
National Organiser of the NPP’s National Intellectual Organisation, Ananda Wijepala is appointed as the Private Secretary.
Air Vice Marshal (Retired) Sampath Thuyacontha is appointed as the new secretary to the Ministry of Defence. Thuyacontha was deployed in the North during the last stage of the civil war in 2009.
Former Senior DIG Ravi Seneviratne is appointed as the Secretary to the Ministry of Public Security. Seneviratne has in the past alleged that the government under Gotabaya Rajapaksa obstructed the investigation into the Easter Sunday Attacks, claiming that a travel ban was placed on over 700 CID officers as a means of pressuring investigators.
